Requires supervisors of elections to submit election preparation reports to the Secretary of State at least 3 months before general elections, including staffing levels and equipment availability.

Moves primary elections from 12 weeks to 10 weeks before general elections.

Restricts individuals from providing voting assistance to more than 10 electors per election and requires assistance providers to be known to the elector before election day.

Establishes voting system defect disclosure requirements, allowing the Department of State to investigate defects, impose $25,000 civil penalties, and suspend or withdraw approval of defective voting systems.

Expands absentee ballot witness requirements, increases early voting hours from 6 to 8 minimum hours per day, allows overseas voters 10 days after election day to submit ballots, and creates an affidavit cure process for unsigned absentee ballots.
