Eliminates the exemption allowing local governments to perform projects using their own services, employees, and equipment without competitive bidding if approved by majority vote of the governing board after a public meeting.

Renumbers and retains the exemption for projects awarded under pre-existing charter, ordinance, or resolution adopted before July 1, 1994, requiring a two-thirds vote instead of majority vote and establishing specific substantive criteria for non-competitive awards.

Requires local governments to competitively award construction projects estimated to cost more than $300,000 (or $75,000 for electrical work) to appropriately licensed contractors.

Maintains existing exemptions for emergency repairs, projects receiving no responsive bids, utility system work, repair and maintenance activities, educational programs, and abandoned or terminated contracts.

Effective date: July 1, 2013.
