Creates the Northeast Florida Regional Transportation Commission as a state agency covering Baker, Clay, Duval, Nassau, Putnam, and St. Johns Counties, with a nine-member governing board appointed by county commissions and the City of Jacksonville.

Authorizes the commission to develop a multimodal regional transportation plan identifying projects of regional significance and research funding sources to implement the plan, with plans to be updated at least every two years.

Grants the commission power to plan, coordinate, and promote transportation projects and services; contract with governmental entities; apply for grants; and establish rules and bylaws, but prohibits pledging state credit or taxing power.

Exempts the commission from taxation and assessments, requires public meetings at least quarterly and public hearings in affected counties before adopting plans, and mandates compliance with all applicable federal, state, and local laws.

Provides for automatic repeal of the commission on November 30, 2018, unless it has adopted both the regional transportation plan and implementation plan with endorsements from Clay, Duval, Nassau, and St. Johns Counties, and secured adequate funding for initial phases.
