Establishes the Florida Innovative Libraries Grant for eligible public libraries to expand innovative technology services, with the State Library Council setting eligibility criteria requiring evidence of community need and alignment with library outcomes and federal Library Services and Technology Act purposes.

Requires grant recipients to submit quarterly, annual, and final reports detailing public use of innovative technologies, and to provide digital files and metadata to the Division of Library and Information Services for public website access as a repository for grant project information.

Creates the Statewide Innovative Libraries Task Force within the Department of State composed of seven members: two from the State Library Council and five Governor-appointed representatives from homeless, technology, architecture, education, and small business communities.

Directs the task force to develop a 10-year feasibility study with recommendations for transitioning innovative technology roles in libraries statewide and cost projections, due to legislative leaders by February 1, 2014.

Appropriates $15,000 in nonrecurring General Revenue Fund dollars for fiscal year 2013-2014 to administer the task force, with the task force and this section repealing July 1, 2014 unless reenacted by the Legislature.
