Effective July 1, 2014, assisted living facility administrators must earn and maintain certification from a third-party credentialing entity approved by the Department of Elderly Affairs, with exemptions for administrators licensed under part II of chapter 468.

The Department of Elderly Affairs must approve third-party credentialing entities that comply with minimum standards, including establishing core competencies based on National Commission for Certifying Agencies standards and maintaining a public database of certified administrators.

Credentialing entities applying before December 31, 2013, must obtain accreditation from the National Commission for Certifying Agencies by July 1, 2014, while those applying after that date must already hold such accreditation.

A grandfather clause allows administrators employed before July 1, 2014, or those who completed required training before that date to be certified at no cost through an expedited process ending October 1, 2014.

Administrators who fail to obtain certification are subject to administrative fines; various provisions of section 429.52 relating to state-run training requirements, continuing education, and trainer registration are repealed effective July 1, 2014.
