Requires gasoline stations offering self-service to have an attendant dispense fuel for vehicles displaying disability permits (s. 316.1958, s. 320.0848) or special license plates (s. 320.084, s. 320.0842, s. 320.0843, s. 320.0845) when requested by the permit holder.

Mandates stations maintain an operational telephone number answered by an attendant during business hours for customers to request assistance, with no requirement to provide service if a second attendant is unavailable provided the on-duty attendant explains why.

Requires each self-service pump display a sign or decal of at least 15 square inches on a blue background containing the station's phone number, accessibility symbol, request for assistance language, hours when two attendants are available, and penalty information.

Removes criminal penalties (misdemeanor of the second degree) previously applicable to violations of these requirements.

Assigns the Department of Agriculture and Consumer Services to enforce the accessibility assistance provisions, with the State Fire Marshal enforcing remaining gasoline station safety regulations.
