Increases cigarette surcharge rates effective July 1, 2013: packages with 10 or fewer cigarettes increase from 50 cents to $1; packages with 11-20 cigarettes increase from $1 to $2 (for lightest cigarettes) up to $4 to $5 (for heaviest cigarettes).

Establishes a separate fee rollback account within the Highway Safety Operating Trust Fund to hold designated portions of surcharge revenue ($1 per package for most sizes, 50 cents for smallest packages).

Directs the fee rollback account funds to be held in reserve until the Florida Consensus Estimating Conference certifies adequate revenues exist to support incremental rollback of fee increases enacted by chapter 2009-71, Laws of Florida.

Allows the Legislative Budget Commission to approve transfers of fee rollback account revenue to the General Revenue Fund or other trust funds exclusively for legislative appropriation to incrementally roll back the 2009-71 fee increases.

Cites public health data showing the existing $1 surcharge since 2009 reduced cigarette pack sales by 27 percent and high school smoking rates from 14.3 percent to 10.1 percent, with intent to reduce youth smoking further through additional price increases.
