Allows certain nonimmigrant aliens to qualify as Florida residents for tuition purposes at state universities and Florida College System institutions beginning with the 2013 fall term.

Requires eligible students to have attended a Florida high school for at least 3 consecutive or nonconsecutive school years and graduated or obtained a high school equivalency diploma.

Requires students without lawful immigration status to file an affidavit stating they have applied or will apply to legalize their immigration status as soon as eligible.

Students must be registered as entering students or currently enrolled at a state university or Florida College System institution to qualify for resident tuition rates.

Takes effect July 1, 2013.
