Defines cyberbullying as bullying or harassment occurring through technology or electronic communications including email, text messaging, social media, and Internet communications.

Requires school districts to incorporate cyberbullying prohibitions into their policies by December 1, 2013, and mandates use of computers without web-filtering or with filtering disabled when investigating cyberbullying complaints.

Requires school district policies to address how to identify and respond to behavior that leads to bullying, cyberbullying, or harassment, with the Department of Education incorporating cyberbullying into its model policy by October 1, 2013.

Updates safe school fund distribution requirements to fiscal year 2014-2015, making funding contingent on school district compliance with bullying, cyberbullying, and harassment policies and reporting procedures.
