Prohibits operating or amplifying sound from radios or mechanical soundmaking devices in motor vehicles so the sound is plainly audible 25 feet or more away.

Removes the exemption that previously allowed vehicles used for business or political purposes to operate soundmaking devices in the normal course of conducting such business.

Authorizes local authorities to regulate the time, place, and manner in which soundmaking devices may be operated on streets and highways under their jurisdiction.

Exempts law enforcement and emergency vehicles equipped with communication devices necessary for their duties, and horns or warning devices required by law.

Makes violations a noncriminal traffic infraction punishable as a nonmoving violation under chapter 318, effective July 1, 2013.
