Proposes a constitutional amendment to Section 1 of Article IV to remove the Governor's authority to fill vacancies in appointed or elected county offices.

Currently, the Governor may fill county office vacancies by appointment for the remainder of an appointive office term, or for an elective office term if less than 28 months remain.

The amendment would delete "or county" from the constitutional provision, limiting the Governor's appointment power to state offices only.

Would allow county office vacancies to be filled through other procedures as provided by law rather than through gubernatorial appointment.

Requires voter approval through a statewide general election or special election authorized by law.
