Authorizes health insurers to immediately begin using long-term care insurance advertising material upon filing with the office, subject to subsequent disapproval rather than requiring 30-day advance approval.

Requires insurers to immediately cease use of long-term care insurance advertising material upon receiving notice of disapproval or withdrawal of approval from the office.

Removes requirement that marketing communications for health benefit plans be submitted to the office for review prior to use.

Exempts rules adopted by the Financial Services Commission establishing the format for notices of estimated premium impact under the federal Patient Protection and Affordable Care Act from regulatory cost analysis requirements.

Takes effect July 1, 2013.
