Expands protection for marked or branded containers to include storage or transport of agricultural or other commercial goods, not just fruits and vegetables.

Requires persons purchasing five or more plastic bulk merchandise containers from one seller to obtain proof of ownership, verify the seller's identity with government-issued photo identification, and make noncash payment.

Requires purchasers to maintain transaction records for at least 2 years including date, seller information, container descriptions, serial numbers, and payment method; allows state attorneys to inspect records upon reasonable notice.

Exempts licensed waste haulers and entities tax-exempt under Internal Revenue Code section 501(c)(3) from the purchase requirements.

Establishes criminal penalties of first-degree misdemeanor for violations involving containers valued at $10,000 or less and third-degree felony for violations exceeding $10,000; provides civil liability of three times replacement value plus attorney fees.
