Establishes a reimbursement formula for repackaged or relabeled prescription medications dispensed by practitioners at 112.5 percent of average wholesale price plus $8.00 dispensing fee, calculated using the original manufacturer's published price in the Medi-Span Master Drug Database.

Requires pharmaceutical claims for repackaged or relabeled medications to include the National Drug Code of the original manufacturer.

Permits employers, carriers, service companies, and third-party administrators to directly contract with providers for lower reimbursement amounts, removing previous contract accessibility requirements.

Prohibits dispensing practitioners from possessing prescription medications unless payment has been made to the manufacturer, wholesaler, distributor, or drug repackager within 60 days of taking possession.

Takes effect July 1, 2013.
