Declares legislative priority to address risks from importation and uncontrolled breeding of dogs and cats, including disease transmission from foreign animals and overpopulation of unwanted animals.

Requires all public and private animal shelters, humane organizations, and animal control agencies to prepare and maintain detailed records on intake and disposition of dogs and cats for the preceding 3 years, available monthly starting July 31, 2013.

Mandates shelters track animal intake by category including surrendered by owner, stray, impounded, confiscated, transferred within Florida, imported from out of state, and born in shelter.

Requires shelters to track animal disposition by adoption, reclamation, death, euthanasia, transfer to other facilities, TNR release, and missing animals, divided by species.

Requires shelters that euthanize dogs based on breed, size, or temperament to provide written policy statements and include such euthanizations in total euthanasia percentage calculations; public records must comply with chapter 119 public records law.
