Expands Florida business preference in state contract awards from personal property purchases to include construction services.

Requires counties and municipalities to provide preferential consideration to Florida businesses in competitively bid contracts, matching or exceeding preferences granted by other states (minimum 5 percent if the lowest bidder's state grants no preference).

Preempts local ordinances that restrict certified contractors from competing based on maintaining local offices, hiring local employees, or prior local tax payments when state-appropriated funds are used to pay in whole or in part.

Requires universities, colleges, counties, municipalities, school districts, and political subdivisions to disclose in solicitation documents whether state-appropriated funds will be used and the amount or percentage of such funds.

Takes effect July 1, 2013.
