Requires retail tire dealers to disclose the manufacture date (week and year) of used passenger or light truck tires to purchasers before mounting or at time of sale.

Mandates disclosure include a warning that tires deteriorate with age and may fail suddenly, recommending replacement after 6 years regardless of tread depth, especially in hot climates.

Requires purchasers to initial and date the disclosure; dealers must provide a copy to the purchaser and retain the original for at least 3 years.

Exempts private sales of used tires and tires on used vehicles from these requirements.

Authorizes the Department of Agriculture and Consumer Services to enforce violations through administrative fines of up to $250 per violation; fines collected are deposited into the General Inspection Trust Fund.
