Amends Florida law to allow district school boards to adopt policies permitting students to leave school grounds during the lunch period.

Requires schools in districts with more than 100,000 pre-kindergarten through grade 12 students to obtain written parental consent before allowing students to leave campus during lunch.

Maintains existing procedures for student dismissal and permission to leave school grounds for parental requests and public appearances of school groups.

Takes effect July 1, 2013.
