Repeals section 409.814(4)(c) of Florida Statutes, which previously prohibited certain non-qualified alien children from participating in the Florida Kidcare program.

Removes language from section 624.91(3)(b) that referenced the prohibition, allowing legal aliens enrolled in Florida Healthy Kids as of January 31, 2004 to remain eligible for state-funded premium assistance.

Expands eligibility for state-funded assistance to legal aliens who do not qualify for federal Title XXI funds because they are not "qualified aliens" as defined in statute.

Takes effect July 1, 2013.
