Exempts certain out-of-state auctioneers from licensure when conducting sanctioned motor vehicle auction contests in Florida if a licensed Florida auctioneer monitors the event.

Eliminates auctioneer apprentice licensing requirements; apprentices must work under supervision of a licensed auctioneer but no longer need separate licensure.

Removes licensing and registration requirements for persons engaged solely in hair braiding, hair wrapping, or body wrapping; the Florida Cosmetology Act no longer applies to these occupations.

Repeals Part VIII of Chapter 559 (Sale of Business Opportunities Act), eliminating state regulation of certain business opportunity sales; updates cross-references in related statutes.

Requires the Office of Program Policy Analysis and Government Accountability to submit a report to the Legislature by January 1, 2014 reviewing all regulated professions under the Department of Business and Professional Regulation and recommending alternatives to licensure.
