Amends Florida law to establish statewide standards for disposable plastic bags and recyclable paper bags that local governments may adopt by ordinance.

Prohibits participating stores (supermarkets, drugstores, and grocery stores with gross annual sales of $2 million or more) from providing disposable plastic bags to customers.

Requires participating stores to provide reusable bags for free or a fee, and may offer recyclable paper bags for 10 cents each; customers may bring their own bags or carry items without bags.

Mandates participating stores charge 10 cents per recyclable paper bag with at least 50 percent of collected fees distributed to the local school district for educational purposes and up to 50 percent retained by the store to offset compliance costs.

Requires participating stores to submit quarterly reports to local governments documenting the number of recyclable paper bags provided, total fees collected, and efforts to promote reusable bag usage.
