Honors Colonel Graham W. Fountain for over 25 years of distinguished service in state and local law enforcement across Okaloosa and Walton Counties.

Recognizes his career progression from deputy sheriff in 1980 to positions including undersheriff, chief investigator for the State Comptroller, and Director of Commercial Vehicle Enforcement for the Florida Department of Highway Safety and Motor Vehicles.

Acknowledges his implementation of the "Pre-Pass" system for prescreening commercial vehicles, which reduced regulatory downtime and saved the transportation industry millions of travel hours.

Commends his professionalization of law enforcement through 6 years as a commissioner of the Florida Commission on Law Enforcement Agency Accreditation and two terms as president of the State Law Enforcement Chiefs' association.

Recognizes his retirement on May 10, 2013, from his position as chief of staff of the Walton County Sheriff's Office.
