Defines "sober house transitional living home" as a residential dwelling providing peer-supported, alcohol-free and drug-free living environment under the Hal S. Marchman Alcohol and Other Drug Services Act.

Requires applicants for sober house licensure to adhere to local zoning and occupancy standards and provide written notice to the chief executive officer before receiving licensure, including stipulations that the home will not be located within 1,000 feet of another sober house or licensed service component.

Exempts sober houses managed by or operated as subsidiaries of existing licensed service components from additional licensing requirements if the housing location is listed on the parent entity's license application.

Requires existing sober houses operating on or before July 1, 2013 to apply for licensure and provide local notice by September 1, 2013, with exemption from the 1,000-foot distance requirement if operated at the same location by the same owner.

Allows for informal mediation to resolve conflicts between applicants and local governments within 45 days, with state law prevailing over local ordinances regarding sober house standards.
