Repeals statutes establishing fixed terms for the Florida Supreme Court, district courts of appeal, circuit courts in all 20 judicial circuits, and related procedural requirements.

Creates s. 43.43, F.S., authorizing the Supreme Court to establish, delegate, or eliminate court terms for state appellate and circuit courts.

Creates s. 43.44, F.S., allowing appellate courts to recall and modify their own mandates within 120 days of issuance.

Removes references to "term time" and "term of court" throughout statutes governing criminal procedures, grand jury operations, witness attendance, bonds, and court operations.

Effective date: January 1, 2014.
