Transfers administration of dredging project funding from the Florida Seaport Transportation and Economic Development Council to the Department of Transportation.

Authorizes funding for dredging or deepening of channels, turning basins, or harbors in counties with populations under 300,000, requiring 25-percent local matching funds from port authorities.

Requires the Department of Transportation to adopt rules for evaluating projects based on economic benefit and establish an administrative review process similar to the one in section 311.09(5)-(11).

Mandates Department of Economic Opportunity review of all projects submitted for funding under this section.

Expires on July 1, 2018, with the act taking effect July 1, 2013.
