Eliminates the geographic limitation that restricted water quality credit trading to the Lower St. Johns River Basin as a pilot project, allowing trading to be implemented statewide in adopted basin management action plans on an ongoing basis.

Authorizes additional water quality protection programs under local, state, or federal authority to participate in water quality credit trading beyond basin management action plans.

Removes the requirement for the department to submit a 24-month effectiveness report on the Lower St. Johns River Basin pilot project to the Governor and Legislature.

Clarifies that participation in water quality credit trading is entirely voluntary and requires participating entities to report credit prices and any state funding received for facilities or activities generating credits.

Makes various technical amendments including changing "shall" to "may" in several provisions and updating references to reflect the expanded scope of water quality credit trading programs.
