Amends Florida law to allow grandparents to petition for visitation rights with a grandchild when it is in the best interest of the minor child.

Adds a new ground for grandparent visitation: when the grandparent is the parent of the child's deceased parent and had a relationship with the child before the parent's death.

Maintains existing grounds for grandparent visitation including dissolution of the parents' marriage, parental desertion, and when a child was born out of wedlock.

Takes effect July 1, 2013.
