Amends marketable record title law to clarify that certain restrictions and covenants accepted by governmental entities cannot be extinguished, including those adopted with comprehensive plans, building permits, zoning permits, subdivisions, rezonings, and environmental permits.

Protects any right, title, or interest held in trust for the public from being extinguished by marketable record title, including rights-of-way, easements, parks, environmental preserves, beach access, and public dedications.

Specifies that marketable record title does not affect any right, title, or interest of the United States, the state of Florida, or any political subdivision reserved in the original patent or deed transferring the property.

Makes grammatical and technical corrections throughout section 712.03, Florida Statutes, including replacing archaic language and improving sentence structure.

Effective date: July 1, 2013.
