Revises the definition of "Long-Term Plan" to include the district's "Restoration Strategies Regional Water Quality Plan" dated April 27, 2012, in addition to the existing 2003 conceptual plan.

Removes the requirement that a 10-year second phase of the Long-Term Plan be approved and codified by the Legislature before implementation, instead allowing for periodic reviews at least 10 years after implementation begins.

Directs the South Florida Water Management District to complete a use attainability analysis after all Long-Term Plan projects are finished to determine if they will achieve water quality-based effluent limits.

Extends the agricultural privilege tax schedule through 2036, reducing rates from $35 per acre (through November 2013) to $25 per acre (2014-2026), $20 per acre (2027-2029), $15 per acre (2030-2035), and $10 per acre (2036 onward), with proceeds dedicated to Long-Term Plan implementation.

Appropriates $12 million annually in general revenue and $20 million annually from the Water Management Lands Trust Fund to the Department of Environmental Protection for the Restoration Strategies Regional Water Quality Plan from fiscal year 2013-2014 through 2023-2024.
