Prohibits local governments (counties, municipalities, and other entities) from imposing taxes, fees, charges, or development exactions on private property unless they have an essential nexus to development impacts on local infrastructure or public facilities.

Bars local governments from imposing exactions that are more stringent than state or federal agency exactions on the same property for the same impact, unless the local government demonstrates the exaction is reasonably necessary.

Permits local governments to impose development exactions that are reasonably necessary, directly result from a proposed development, and are roughly proportionate to the direct development impacts on local infrastructure or public facilities.

Allows local governments to require dedication of land or easements that are reasonably necessary as a direct result of development and directly apply to the specific property being developed.

Takes effect July 1, 2013.
