Authorizes owners and operators of farmers' markets, community farmers' markets, flea markets, and other open-air markets to allow authorized Food and Nutrition Service groups, associations, or third-party organizations to operate electronic benefits transfer systems accepting SNAP benefits in the markets.

Permits non-authorized SNAP retailers who own or operate these markets to partner with authorized Food and Nutrition Service entities to implement and operate EBT systems on behalf of produce sellers in compliance with federal law and regulation.

Prohibits competing markets from operating the EBT system for another market.

Does not apply to markets that already have their own EBT system for accepting SNAP benefits, nor does it prohibit individual authorized produce sellers from operating their own EBT systems.

Takes effect July 1, 2013.
