Expands the list of available early voting sites to include any county or municipal facilities, not limited to city halls or public libraries.

Removes the requirement that an early voting branch office must be a permanent facility designated and used as such for at least 1 year prior to an election.

Requires early voting sites to be geographically located to provide all county voters an equal opportunity to cast ballots, insofar as practicable.

Maintains the requirement that the supervisor of elections mark, code, or track the voter's precinct for each early voted ballot.

Takes effect July 1, 2013.
