Requires emergency lockdown drills be conducted at least as often as evacuation drills, without increasing the total number of annual drills required.

Encourages local law enforcement officers and fire officials to participate in and review at least one lockdown drill per school annually, with authority to submit safety improvement recommendations.

Mandates schools designate a staff member to oversee emergency drills and electronically submit after-drill reports to the district documenting observations and improvement recommendations.

Requires school districts to annually review and revise safety policies and procedures based on the Office of Program Policy Analysis and Government Accountability's Safety and Security Best Practices, effective July 1, 2013.
