Clarifies that the Florida Homeowners' Construction Recovery Fund is funded from surcharge receipts under section 468.631 rather than specifically from the one-half cent per square foot surcharge language.

Authorizes the Department of Business and Professional Regulation to transfer excess cash from the Building Code Administrators and Inspectors Board's account to the Florida Homeowners' Construction Recovery Fund if funds are not needed for board operations.

Limits transfers to amounts that do not exceed appropriations in the General Appropriations Act and amounts approved by the Legislative Budget Commission under section 216.181 for payment of recovery fund claims.

Takes effect October 1, 2013.
