The Office of Program Policy Analysis and Government Accountability shall conduct a comprehensive review and evaluation of the Department of Elderly Affairs, including identification of purposes, funding sources, and organizational structure of all offices, divisions, programs, and functions.

The review must assess the impact of Medicaid waiver program expirations on October 1, 2013, and determine whether the department can be reorganized to eliminate duplication and improve efficiency and coordination.

The office shall consult with eight specified state agencies (including the Department of Elderly Affairs, Department of Health, Agency for Health Care Administration, and others) and solicit input from interested stakeholders through interviews, surveys, or other appropriate means.

The office must submit a report with findings and recommendations to the Governor, Legislature leadership, appropriations committee chairs, the Legislative Auditing Committee, and the Secretary of Elderly Affairs by December 31, 2013.

The act takes effect July 1, 2013.
