Authorizes district school boards to advance the opening date of schools before the standard 14 days before Labor Day to enable students to complete fall term coursework and assessments 5 days before Christmas Day.

Expands the duties of internal auditors employed by district school boards to include audits and reviews directed by the board for overseeing school district resources and determining compliance with applicable laws and board-approved policies, procedures, and contracts.

Requires internal auditors to report directly to the district school board or its designee.

Effective date: July 1, 2013.
