Requires the Department of Health to establish a sterile needle and syringe exchange pilot program in Miami-Dade County, administered by the department or a designated entity such as a hospital, health care clinic, substance abuse treatment program, HIV/AIDS service organization, or nonprofit.

Authorizes the pilot program to provide free exchange of clean needles and syringes for used ones to prevent transmission of HIV, AIDS, viral hepatitis, and other blood-borne diseases among intravenous drug users and their sexual partners and offspring.

Specifies that possession, distribution, or exchange of needles or syringes under the pilot program does not violate chapter 893 (Florida Comprehensive Drug Abuse Prevention and Control Act) or any other law, but participants remain subject to prosecution for possessing needles outside the program or redistributing supplies.

Prohibits collection of personal identifying information from participants and requires the pilot program to be funded solely through private grants and donations, with no state funds permitted.

Sets the pilot program expiration date as July 1, 2018, and requires the Office of Program Policy Analysis and Government Accountability to submit a report to the Legislature six months before expiration with data on participants served, disease rates, and a recommendation on program continuation.
