Creates section 627.4138, F.S. to regulate wrap-up insurance policies for nonpublic construction projects issued to owners, general contractors, or both.

Defines wrap-up insurance policies as consolidated insurance programs covering general liability, property damage liability, workers' compensation, employers' liability, or pollution liability for contractors and subcontractors at specified work sites.

Permits workers' compensation claim deductibles of $100,000 or more if the combined payroll minimum standard premium exceeds $500,000 and construction cost at each worksite is $25 million or more.

Requires insurers to pay claims from the first dollar without deductible reduction, file all losses with the Department of Financial Services and National Council on Compensation Insurance, and maintain an established reimbursement program.

Takes effect July 1, 2013.
