Changes the term "formula" to "methodology" when measuring student learning growth for grades and subjects not measured by statewide assessments.

Modifies evaluation requirements for instructional personnel who are not classroom teachers to use a combination of student learning growth data and other measurable student outcomes, with student learning growth accounting for at least 30 percent of the evaluation.

Requires the State Board of Education to establish a fair and equitable method to measure student learning growth for evaluating teachers of exceptional students and students not tested by statewide or end-of-course assessments.

Eliminates the provision allowing districts to include FCAT Reading or Mathematics scores in teacher evaluations for courses measured by district assessments instead of statewide assessments.

Changes language in the performance salary schedule provision to allow (rather than require) that employees receiving ratings other than highly effective or effective may not receive annual salary adjustments, and allows (rather than requires) proportional reductions to the performance salary schedule during budget constraints.
