Establishes "Deviny's Law" as the short title of the act relating to vessel operation and towing regulations.

Prohibits persons under 18 years of age from operating a vessel towing a person in, on, or above the water unless a person at least 18 years old is present in the vessel to observe the towed person and vessel.

Maintains existing requirements that vessels towing water skiers or similar devices must have an observer or wide-angle rear view mirror, and vessels towing parasails must have an observer only.

Designates violations of water skiing, aquaplaning, parasailing, and similar activity regulations under section 327.37 as noncriminal infractions.

Takes effect October 1, 2013.
