Creates s. 624.4212, F.S. to exempt proprietary business information submitted to the Office of Insurance Regulation from public records requirements under s. 119.07(1) and Florida Constitution Article I, s. 24(a).

Defines "proprietary business information" as information owned or controlled by insurers or acquisition parties that is treated as private, not publicly available in the same configuration, and includes trade secrets, competitive interests, merger consideration details, contract bids, internal audit reports, actuarial opinions, and enterprise risk reports.

Allows the Office of Insurance Regulation to disclose exempted information only with: insurer written consent, court order, to the American Academy of Actuaries for disciplinary proceedings, to other agencies and law enforcement with written confidentiality agreements, or in aggregated form without identifying specific insurers.

Requires legislative review and repeal under the Open Government Sunset Review Act, with the exemption set to automatically repeal on October 2, 2018, unless reenacted by the Legislature.

Takes effect October 1, 2013, contingent upon SB 836 or similar legislation being adopted in the same legislative session and becoming law.
