Creates the "Parent Empowerment Act" allowing parents of students in F-rated schools to petition school districts to implement a specific turnaround option, with valid petitions requiring signatures from a majority of eligible students' parents.

Requires school districts to notify parents annually when their child is assigned to an out-of-field teacher or a teacher with unsatisfactory performance ratings, and inform them that virtual instruction from certified effective teachers is available.

Prohibits for-profit entities from soliciting petition signatures and prevents anyone from being paid per signature or offering compensation for signatures.

Prohibits assignment of high school and middle school students to classroom teachers with "needs improvement" or "unsatisfactory" performance ratings in the same subject area, unless parents provide written consent for extracurricular courses.

Repeals section 1012.42 relating to out-of-field teaching assignments and makes conforming changes to cross-references throughout education statutes.
