Authorizes the Division of Alcoholic Beverages and Tobacco to impose administrative sanctions for violations related to coupons and other forms of financial assistance under tied house regulations.

Prohibits licensees from possessing or using any malt beverage coupons in physical or electronic format if the coupons are produced or furnished by alcoholic beverage manufacturers, distributors, importers, brand owners, brokers, or sales agents and are redeemable by vendors.

Removes the previous prohibition on beer distributors furnishing coupons redeemable by vendors to consumers and establishes new subsection (13) creating stricter coupon restrictions.

Makes technical amendments to existing provisions governing promotional displays, advertising specialties, sampling activities, and cooperative advertising for beer manufacturers and distributors.

Takes effect July 1, 2013.
