Changes the statute name from "Open house parties" to "Open parties" and expands the definition of regulated locations from "residence" to "property" (including residences, structures, and open acreage).

Prohibits a person with control of property who has actual knowledge that a minor is lawfully possessing or consuming alcohol or drugs from allowing a party to take place, and requires they take reasonable steps to prevent such possession or consumption.

Establishes criminal penalties: a first violation is a second-degree misdemeanor; a second or subsequent violation is a first-degree misdemeanor.

Increases penalty to a first-degree misdemeanor if a violation causes or contributes to serious bodily injury or death to a minor, or if the minor causes serious bodily injury or death to another as a result of alcohol or drug consumption at the party.

Maintains the exemption for alcoholic beverages used at legally protected religious observances or activities; effective July 1, 2013.
