Establishes a fundamental right to vote for citizens over 18 and permanent residents of Florida, with protections against discrimination based on gender, race, age, income, sexual orientation, gender identity, or disability.

Allows persons convicted of felonies who have completed their sentences to preregister to vote and vote once their voting rights are restored, removing the previous requirement that civil rights be restored.

Requires the Department of Highway Safety and Motor Vehicles to automatically register eligible individuals to vote when applying for, renewing, or updating driver licenses or identification cards, with the ability to opt out.

Expands the statewide voter registration system to allow registered voters to review their records, update address and party affiliation, and determine polling locations through the department's website.

Permits electors who move to a new precinct to vote a regular ballot by completing an affirmation, removing the previous restriction that residence changes must occur within the same county.
