Postpones the scheduled repeal of the requirement for the Agency for Health Care Administration to contract with dental plans on a prepaid or fixed-sum basis, extending the expiration date from October 1, 2014 to October 1, 2017.

Authorizes the agency to provide a Medicaid prepaid dental health program in Miami-Dade County on a permanent basis, removing the previous limitation to the 2012-2013 fiscal year only.

Requires the agency to submit an annual report by January 15 to the Governor, President of the Senate, and Speaker of the House comparing benefits utilization, encounter data, program costs, contract compliance, access to care, and oral health indicators across all dental contractors.

Removes the previous requirement that for all counties outside Miami-Dade, the agency must allow qualified dental providers to offer fee-for-service reimbursement as an alternative to prepaid plans.

Effective June 30, 2013.
