Allows individuals and organizations offering online courses, including massive open online courses (MOOCs), to apply for approval as state-level providers if courses are measured by statewide assessments.

Creates the Florida Accredited Courses and Tests Initiative (FACTs) to expand student choices in selecting multiple high-quality courses and assessments toward satisfying promotion, graduation, and degree requirements.

Requires the Articulation Coordinating Committee to recommend by December 31, 2013, a funding model and financial accountability mechanism for online course providers.

Requires the Office of Program Policy Analysis and Government Accountability to review and provide recommendations on student access to massive open online courses for funding by December 31, 2013.

Authorizes school districts, Florida College System institutions, and state universities to contract with qualified contractors to administer and proctor standardized assessments and Florida-accredited course assessments at approved sites.
