Transfers technology-related programs and trust funds from the Department of Management Services to the Agency for State Technology, including the Technology Program, telecommunications services, accessibility standards, broadband promotion, and emergency communications systems.

Establishes the Agency for State Technology with an executive director serving as the state's Chief Information Officer, requiring specific qualifications including a bachelor's degree in a related field, 10+ years of IT experience, and 5+ years of executive leadership.

Requires development of strategic information technology plans, operational consolidation plans for state agency data centers, and transition plans to consolidate computing resources into shared resource centers by June 30, 2019, with consolidations suspended during fiscal year 2013-2014.

Creates the Fletcher Shared Resource Center within the Department of Financial Services to provide colocation services to the Department of Legal Affairs and Department of Agriculture and Consumer Services, with governance through a steering committee of chief information officers.
