Allows involuntary substance abuse treatment proceedings to have a filing fee not exceeding $195 (for cases with up to 5 defendants), with proceeds distributed to the State Courts Revenue Trust Fund, Clerks of the Court Trust Fund, and Administrative Trust Fund.

Extends the assessment period for persons in protective custody or emergency admission from 72 hours to 5 days to determine need for further substance abuse treatment services.

Requires the Department of Corrections to provide inmates with comprehensive substance abuse assessments upon arrival at reception centers, including drug testing and mental, physical, and emotional evaluations by qualified professionals.

Mandates that inmates in areas with both faith-based and nonfaith-based drug programs be given the choice between the two types of programs to the fullest extent practicable.

Designates the act as "The Jennifer Act" effective July 1, 2013.
