Provides a tuition freeze for resident undergraduate students who enroll full-time at a state university beginning fall 2013 or later, with tuition and fees remaining unchanged for 4 consecutive years from initial enrollment.

Applies the freeze only to students who remain continuously enrolled, qualify as Florida residents for tuition purposes, and complete degree requirements within 4 academic years (or the approved hours for their program if it exceeds 120 semester hours).

Establishes resident undergraduate tuition at $103.32 per credit hour effective July 1, 2011, with future increases tied to inflation unless otherwise provided in the General Appropriations Act.

Requires the Office of Economic and Demographic Research to report the inflation rate to legislative and executive leadership by March 1 each year, using the Consumer Price Index for All Urban Consumers from December of the previous year.

Takes effect July 1, 2013.
